À PROPOS DE LA CONFÉRENCE​

Aperçu

La Conférence internationale sur la fiscalité de l’économie numérique est une conférence de haut niveau visant à renforcer la capacité des pays africains à imposer efficacement l’économie numérique. Elle réunira des décideurs politiques, des administrateurs fiscaux, des experts internationaux et des parties prenantes d’Afrique et du monde entier pour partager leurs connaissances, expériences et meilleures pratiques en matière de fiscalité de l’économie numérique.

Contexte et justification

La Fondation pour le Renforcement des Capacités en Afrique (ACBF), en collaboration avec le Ministère des Finances et du Budget et le Ministère de l’Économie, de la Planification et de la Coopération du Sénégal, co-organise une conférence internationale intitulée « Conférence internationale sur la fiscalité de l’économie numérique : Renforcer les capacités pour une fiscalité numérique efficace en Afrique ». La conférence se tiendra les 15 et 16 avril 2025 à Dakar, Sénégal, en partenariat avec HAUS (Institut finlandais de gestion publique), la Commission de l’Union africaine (CUA) – Département du développement économique, du commerce, du tourisme, de l’industrie et des minerais (ETTIM) et le Forum Africain des Administrations Fiscales (ATAF).

À PROPOS DE L’ACBF

Fondation pour le Renforcement des Capacités en Afrique (ACBF)

Depuis plus de trente ans, l’ACBF œuvre au renforcement des capacités humaines et institutionnelles pour un développement durable en Afrique. Avec 40 pays africains membres, ainsi que l’appui de la Banque africaine de développement, du Programme des Nations Unies pour le développement et de la Banque mondiale, l’ACBF est l’institution de référence pour le développement des capacités en Afrique.

L’ACBF met un accent particulier sur l’amélioration de l’efficacité des institutions publiques africaines aux niveaux national, régional et continental, en tant que catalyseurs de transformation durable. Depuis sa création en 1991, l’ACBF a formé plus de 50 000 fonctionnaires, dont beaucoup occupent aujourd’hui des postes clés dans les ministères des Finances, de la Planification et du Développement économique, ainsi que dans les banques centrales du continent.

Elle a également mis en place un réseau de plus de 50 think tanks soutenant l’élaboration de politiques fondées sur des données probantes et a mené plus de 290 études et analyses économiques, qui ont contribué à la gestion économique et à l’établissement de repères de réussite.

Le Plan stratégique 2023-2027 de l’ACBF est axé sur la réponse aux besoins actuels et futurs des États membres, avec un accent sur le renforcement du capital humain et des institutions pour l’avenir.

The session will also evaluate global best practices from selected countries.

This session will tackle digital economy streams that are yet to be tapped. Beyond DST and VAT and digital marketplaces, there are potential revenue streams that have not been operationalized, including royalties on tech back-end services, data centres and influencer platforms.

This session will address the contribution of digital payment systems and the key players, including central banks, commercial banks, fintechs etc., for effective taxation of the digital economy. Digital payments provide real-time data on transactions, allowing tax authorities to monitor and analyze economic activities more proactively. Digital payments can not only facilitate transactions but also strengthen the taxation of the digital economy.
